The citizens of Saraj indentified two problems.
Around 50 citizens of Saraj were present at the second forum session that took place on the 26th of December in the municipal hall in Saraj, and they determined two problems.
Construction and finishing of existent sports courts in and outside schools and equipping existent sports facilities are the sub-topics identified by the citizens of Saraj inside the topic chosen at the first forum session: Renovation of sports facilities.
“I have no doubts about the realization of this Programme, because we are getting something, and although we were given directions at the first session I suppose that was because of the limited resources”, said Rahman Alija, gym teacher from Saraj.
The total budget of the Community Forums Programme for the Municipality of Saraj is eight million denars, two of which are municipal participation, while six million are a donation from the Swiss Development and Cooperation Agency (SDC).
The second session, apart from defining problems, also covered the restructuring of the working tables i.e. the citizens wanted another table for the local community, where they will determine their interests and point out problems.
Previously, a municipal representative held a presentation explaining which projects are under municipal jurisdiction and which are not.
“The Municipality of Saraj has around 40,000 citizens and only one sports court”, he said.
The presentation encouraged a lively debate among those present, and the citizens pointed out their problems at their working tables.
“I believe that this Forum will improve our everyday life. The municipality has no kindergartens.”, said Fejzula Ferdes, a teacher.
The Community Forums Programme promotes a new, democratic model of citizen decision-making by contributions with ideas and projects, as well as with specific results.
Promotion of the campaign “You vote, with your hand”
In view of upcoming local and national elections in March 2009, the Association for Democratic Initiatives (ADI) from Gostivar has prepared TV spots under the motto “You vote, with your hand”, aiming to raise awareness of the rural women for the right to vote and free elections and to discourage the proxy and family voting.
The presentation of the TV spots, posters and leaflets was held today, 20 November 2008 at ADI premises, by Lulzim Haziri, Program Director of ADI.
The campaign is part of the project “Dignity for woman’s vote”.
“The right to vote is regularly abused among women living in rural areas. This was also evident during the last parliamentary elections in June 2008 were numerous acts of violence or intimidation were reported in this areas. Therefore, there is need for undertaking activities that will raise awareness for the negative impact of the proxy and family voting and will encourage women to enjoy the right to vote”, emphasized Lulzim Haziri in the press conference.
As the greatest activity is the preparation of short spots that involve successful and respected women from rural areas of the Polog region. The TV spots will be presented in the local electronic media in Gostivar and Tetovo during November and December 2008.
The implementation of the project “Dignity for woman’s vote” is supported by the United Nations Development Programme (UNDP) through the program “One voter-one ballot: Addressing the proxy and family voting”.

Целта на програмата „Форуми во заедницата“ е да го поддржи партиципативниот развој на заедниците на локално ниво преку организирање на осум форумски сесии и последователно спроведување на проектите од форумските сесии. Програмата е финансирана од Швајцарската агенција за развој и соработка (SDC), а е раководена од Единицата за координација на форумите (ЕКФ) во соработка со Заедницата на единиците на локална самоуправа ЗЕЛС (повеќе информации на www.forumivozaednicata.com.mk).
Во периодот ноември 2008 – април 2010, Форумскиот процес во општина Сарај ќе го спроведува Асоцијацијата за демократски иницијативи (АДИ) од Гостивар
За потребите на Форумот, се распишува оглас за избор на КоМОДЕРАТОР кој ќе биде ангажиран во времетрање од 8 месеци, 10 работни дена во текот на месецот, со флексибилно работно време.
Ко-модераторот е помошник на модераторот на форумот и раководител на оперативната група. Оперативната група е составена од 5-7 членови и е одговорна за техничката организација на сесиите.
Задачи, одговорности и очекувани резултати:
- Раководење и координирање со Оперативната група;
- Организирање на сесиите, вклучително и регрутација на учесници на форумот;
- Организирање и ко-модерирање на состаноците помеѓу сесиите;
- Техничка подготовка на сесиите (сала, постери, опрема);
- Координирање на активностите за односи со јавноста на локално ниво;
- Подготовка и чување на документите за и од форумските сесии и работата помеѓу сесиите (записник, листи на учесници, покани и сл.);
- Учество на обуки организирани од страна на ЕКФ, АДИ и СДЦ;
- Помош на модераторот при водењето на сесиите;
- Подготовка на месечни извештаи.
Квалификации и искуство:
- универзитетско образование
- познавање на aнглиски јазик
- активно користење на компјутер (WORD, EXCEL, OUTLOOK)
- познавање на процесот на децентрализација
- искуство во работа со невладни организации
- да е жител на општината
- искуство во фасилитација, координација и известување
- наклонетост кон тимска работа
- одлични комуникациски вештини

Qëllimi i programit ,,Forume në bashkësi, është që të përkrah zhvillimin participativ të bashkësisë në nivel lokal përmes organizimit të sesioneve forumore dhe realizimit të mirëfilltë të projekteve nga këto sesione forumore. Programi është i financuar nga Agjencioni Zviceran për zhvillim dhe bashkëpunim (SDC) ndërsa është e udhëhequr nga Njësia për koordinim të forumeve (EKF) në bashkëpunim me Bashkësinë e njësive të vetëqeverisjes lokale BNJVL .( më shumë informata në www.forumivozaednicata.com.mk).
Në periudhën nëntor 2008- prill 2010 procesin forumor në Komunën e Sarajit do ta realizoj Asociacioni për iniciativa demokratike (ADI) nga Gostivari.
Për nevojat e Forumit shpallet Konkurs për zgjedhje të një KOMODERATORI i cili do të angazhohet në kohëzgjatje prej 8 muajsh, 10 ditë pune gjatë muajit me kohë pune fleksibile.
Ko-moderatori është ndihmës i moderatorit të forumit dhe udhëheqës i grupit operativ. Grupi operativ është i përbërë nga 5-7 anëtarë dhe është përgjegjës për organizimin e sesioneve.
Detyrat, përgjegjësitë dhe rezultatet e pritura:
1. Udhëheqje dhe koordinim me grupin operativ
2. Organizimin e sesioneve, përfshirjen dhe rekrutimin e pjesëmarrësve të forumit
3. Organizimin dhe ko-moderimin e mbledhjeve mes sesioneve
4. Organizimin teknik të sesioneve(salla, postere, pajisje)
5. Koordinimi i aktiviteteve me opinionin në nivel lokal
