Project: Power-sharing – New concept of Decision-making in Multicultural Municipalities in Macedonia
Implementation Period: September 2005 – August 2006
Location: Municipalities of Gostivar, Debar, Stuga and Kicevo in Macedonia
Target Group: Minorities and municipal councilors in the municipalities of Kicevo, Struga, Debar and Gostivar.
Description of the Project:
The democratic system in Macedonia has been substantially altered and new instruments and politics for the protection of minority rights have been introduced. They include attributes of power-sharing (consensual democracy), equitable representation of the minorities in government institutions (administration, army and police), the right of veto (Badhinter's’s majority principle) for defined laws and local self-government for minority communities. These instruments and politics are relatively new when it comes to Macedonia as a case study. Therefore, this project monitors whether decisions being made in local self-governments are being made by consensus, or whether majority rules or minority veto is impinging on the rights of particular ethnic communities in the decision-making process.
